My guess would be the PSU as well. It could be dead, or not plugged in right, or underpowered. Pulling out the GPU is a great idea. At least if it boots that provides some direction.

When I was a dev, I once had a PM with no technical skills that decided he would “learn to program to help catch us up”… He did not succeed.

In the U.S. we’re so far from that mark that it’s not a concern unless you own an EV and find yourself in that situation.
We will adapt as (and if) EVs become the norm. In the meantime, you charge your vehicle much the same way you get gas. At a station.
For games that actually come with all of their content? Not at all.
