I think literally affecting RNG is not a really good game design for OW. The way I see it, there shouldn’t really be any meaningful RNG in the game.
However, a theme of luck/miracles/changing the future could be fun to design around. Like your kid said, some kind of death-prevention ability would fit, even if it was fully consistent and predictable from the player’s perspective.
More aggressive options could be some sort of auto-aim/projectile homing ability. Or, as a utility, detecting (“guessing”) enemy presence through walls. Or even “finding” resources out of thin air, like spawning temporary healthpacks.

To be fair to the devs, there’s only so much abilities you can come up with, until you start either reusing stuff or slapping together more and more convoluted mechanics and conditions. It’s especially noticeable in Dead by Daylight, with its 3 month per killer release schedule and a commitment to keep killer abilities at least somewhat simple to understand

Thank you! I’ve been trying to understand what Illari is lacking for me, compared to Ana/Zen/Bap (who are usually my go-to supports and go-to heroes for kicking ass). She doesn’t have any sort of utility, like Ana’s nade, Zen’s discord or Bap’s lamp/window. She is basically a long-range Moira in terms of what she brings to the table and now that I’ve realised that I understand a lot better where I can and should pick her.
I reckon after Lifeweaver they decided to not make a hero that requires a Wikipedia page to describe. I like her simplicity
